That's the right way. But Maybe you do have a syntax error on Kernel/Modules/AdminCustomerGroup.pm! .-) Or it's not readable for the webserver user. Try also http://helpdesk.monterey.k12.ca.us/otrs//otrs/index.pl?Action=Test as example.
