Is there any dev community with OTRS?
No, the list is not empty. There are about 60 members subscribed on the
list.
This list is empty. It seem's like nobody but OTRS GmbH is working on OTRS.
That seem's so. IMO it's in the nature of the product.
That means, the most people are using OTRS in the company, but not many
other people are developing for the OTRS Projekt (because they need to
be productive for the company).
IMO is that the reason.

you're absolutely right
as we started with otrs, we patched some minor stuff... unless we
upgrade to a next major release, we're down under...
But the users-community is growing very fast. :-)
