Thank you all for the suggestions and feedback. The SCM HA wiki is set up here: https://cwiki.apache.org/confluence/display/OZONE/SCM+HA as suggested and all the design docs, steps for setting up SCM HA cluster and upgrade to SCM HA cluster , performance data as well as the merge checklist info has been put up there. Any inputs/suggestions/feedbacks regarding the wiki are welcome.
