Hello Ozone devs.

I want to propose enabling Github issues for the Ozone repository.
Currently the only way to report any bug or suggest any new feature is via
JIRA which is not accessible to everybody. You need to apply for the
account, wait for approval and then you would be able to open tickets -
which is mostly coming from devs in other orgs using Ozone as well.

In contrast, most open source projects use GitHub issues as the first level
issue/feature tracker as that allows more people to easily report issues,
and also allow better tracking (PRs can be linked to issues, people can see
what is being worked on, what is planned etc.)

We can possibly have GitHub issues, and filter out things that we want to
do and file a JIRA as required for tracking.

It would be great to have inputs on this from the community.
