I reverted the commits under HDDS-12090 from ozone-2.1. Sorry it took so long.
BTW HDDS-13176 <https://issues.apache.org/jira/browse/HDDS-13176> added a new Datanode layout version WITNESSED_CONTAINER_DB_PROTO_VALUE. Will it need an upgrade test to ensure containers can be read after upgrade?
