I´m not sure of this but I think these rules don´t work well togher: pagespeed EnableFilters prioritize_critical_css,combine_css; combine_css creates big css files and thus get more time to calculate what css to inline with prioritize_critical_css also if you are using https (pagespeed FetchHttps ) you can enable http2 and don´t need to combine files. In other hand in the pagespeed FetchHttps you need to end with a ";". Perhaps a mistake copying here....
