   In the logs nginx is responding with 304 to the IMS request. Which is what 
pagespeed wil observe and pass through unchanged.
   
   AFAICT ngx_pagespeed will not add the `Last-Modified` header, which is 
needed to end up with IMS requests. So then the next question is: where are 
these IMS headers in requests are coming from?
   
   Probably you are observing revalidation of content that was served before 
ngx_pagespeed was introduced? I would expect the number of IMS requests 
gradually go down naturally. If you really want you can accelerate that process 
by artificially bumping the last-modified dates.
