The dependencies simply can't be resolved for devtoolset-2*.el6. That's the reason why it is failing... However, CentOS 7 should have afaik no problem to compile nginx + pagespeed with its stock 4.8.5 compiler. What's the error that you are getting when you compile pagespeed with gcc 4.8.5?
