If you leave 510_pagespeed.conf file empty all works? You can try to add url parameter, when pagespeed is working, https://yoursite.com/?PageSpeedFilters=+debug, then in the html code of the page you can view what filters are enabled. If pagespeed is working and you have some filters enabled, then these filters are set in other config file. In other hand, the 1st error you reported is related to polkit service, a security service. Unfortunately I don´t know nothing about it, so can´t advice how to configure it.
