If these `Link` headers work, then I'll get 3 working copy of these CSS, but currently I only got 2. URL rewriting is out of scope here as they re broken for weeks and fixed just now. In this process, the problem neither goes away nor changes behavior. The specific problem I currently have, is while PageSpeed move these unimportant styles in the bottom of the page, there are still copies of these styles in `<head>`.
