   I think if you are using Cloudflare don´t need a 2nd CDN as far as Clodflare 
is a CDN himself.
   
   And I only see `<link>` tags when the file comes from `cdn.jsdelivr.net` 
because pagespeed let it untouched. When the file comes from `winterco.org ` 
get the css above the fold inlined and the file loaded by the javascript snipet.
