I think this is the clue to follow as I've done some LightHouse check this afternoon with some mod-pagespeeded websites and haven't encounter this problem (desktop and mobile) - with Chrome up to date. I use modepagespeed lazyloading filter with ModPagespeedLazyloadImagesAfterOnload off.
