We don't need cancel release candidate.

The core focus of ASF's release policy is whether LICENSE/NOTICE files
exist and have correct content (license statements, third-party
dependency attribution, etc.). Incorrect copyright year is a cosmetic
issue and does not affect legal effectiveness. Whether it exists and
the content is correct (license statement, third-party dependency
attribution, etc.), copyright year errors belong to cosmetic issues
and do not affect legal effect.
