- Add GitHub Actions CI with two jobs:
- **check**: cargo-deny license audit, `cargo fmt --check`, `cargo clippy
-D warnings`
- **rust-test**: build all targets + test with llvm-cov coverage summary
- Triggers on push/PR to main and release-* branches
- Concurrency control to cancel stale runs
