Description:
- Use CMAKE_GENERATOR instead of harcoded "NMake Makefiles"
- Fix DEPENDEES for copy_dll_step (it should be 'install' not 'build'), after
that ninja generator can be used.
- Merge versioned ExternalProject_Add
- Fix bug in FindArrow which broke "PARQUET_ARROW_LINKAGE=static" build
