Description:
I would like to see if it's possible to modularize the build system in Apache
Arrow sufficiently to use it as a git submodule dependency of parquet-cpp. Most
of the build system would therefore live in Apache Arrow (which is already a
hard build dependency for Parquet).
In an ideal world, the Parquet codebase would live in a common monorepo with
the Arrow codebase, but this might hopefully be the next best thing
