Outstanding pull requests

Committers -- we have a bunch of PRs that got shipits standing idly by
waiting for someone to commit them, and a few more that need reviews. For
some reason the rate of committer activity slowed down dramatically after
the incubator shuffle. Can you set up proper access and go through these
requests, comment as needed, merge when possible? Is there something
preventing us from being as nimble as we were when we were on github?
