This has been long due so sorry for the delay, but it's a basic middleman + bootstrap3 + fontawesome setup, should be enough to get us started and people contributing. I'm not a designer so you're going to get something fairly simple.
To learn how to contribute to the website, see the docs here: http://parquet.incubator.apache.org/contribute/ There's definitely some work to do to port some of the old documentation buried in the github wiki and markdown files to maybe a clean docs/ folder.
