Not sure where that quote is pulled from, but the basic spirit is:

- if you are proposing a major change, it would be useful to create a JIRA
issue describing your proposal, and hashing out how to go about doing it
(and whether this is a useful change) in the JIRA or on this mailing list.
This will make it more likely that your changes wind up accepted into the
project and you don't waste a ton of time writing code that for one reason
or another won't get merged.
- if you are making a minor change, just put up a patch on the JIRA, and if
for some reason you don't get timely feedback, shoot a note to this list
asking someone to take a look.

A JIRA is not some sort of formal proposal that must be vetted before it's
posted, so don't worry about getting specific instruction from Alex and
others offline -- if you want to dip your toe in the water, just pick up a
minor issue, try fixing it, and if you get the fix to work, put up a patch.
