Thanks for your investigation and detailed description. Your understanding is correct. I already tried to explain that in the description of PDFBOX-490, perhaps my attempt wasn't detailed enough. I also tried to describe to possible solutions for that issue.
I didn't understand what you were saying in the write-up, but now that I read it in the context of my present understanding, it makes perfect sense.

Can you describe what you tried and how reality thwarted you? I believe that were I to transmogrify what we've got into a passable TTF file things would start working. However, your remarks lead me to believe you've tried adding just a Naming-Table and that was not enough.
