That varies, but in most cases, yes - I think it is the responsibility of
the software using the higher level API.

KNOW that it is well-formed, I shouldn't have to pay the cost of validating
it again.

As I understand the "PD API", the setters are not used when feeding a stream of data (that's what the "COS API" is used for), but when manipulating an existing data model. I'm quite new to this project, so I may be wrong.
