I've made some progress on this issue and have verified it's not an issue with 
COSString (see PDFBOX-904).
Here's a work-in-progress test case (an update to Nick Burch's) that reproduces 
the issue.

I'm still looking at this issue. It looks like the problem is underneath 
ShowText.java, which reads the correct String from the COSString instance, but 
passes its byte[] to processEncodedText(byte[]) thus losing its encoding.
