Every vote is welcome. Especially if something is wrong with a release,
it will not matter if the reporter is on the PMC or not.
If so, should the non-PMC voter add some tag to the vote to note that
the voter is a non-PMC like for example "non binding".
It's not necessary, as the release manager should know the PMC members, but it
won't hurt.
