how to get the security handler in pdf file without loading the whole file?

In my program, I need to get the security handler's name in PDF file to
estimate by what kinds of Encrypting Software does the PDF File Encrypted.
Now I loaded the whole PDF file to get the security handler,but performance
seems not so good.
So I wonder is there another way to get the security handler?
