The given pdf doesn't provide any mapping to a readable character set. Even the
adobe test fails (C&P the text or use "save as text", both leads to unreadable
text). It's impossible to extract the text.
I don't know the mentioned converter, but I guess it doesn't extract the
content as readable text but simply uses the embedded font and the unreadable
mapping.
