my initial reaction is to throw an exception and maybe in this case it's the
right thing to do as this is inline with the current behavior of pdfbox. Maybe
we can depend on the 'force' flag being set. For the longer term I think
throwing an exception in cases like this is not the best option as there is
nothing the 'user' can do about it. Either we handle such cases internally or
we support some kind of 'pluggable' error strategy WDYT
