Two pdf files - pdf_1 and pdf_2, after merged by PDFMergerUtility,
pdf_1 + pdf_2: error out when opening the merged pdf.
pdf_2 + pdf_1: works.
This issue is different than PDFBOX-515. for this problem, pdf is gernerated in
both way, but when opening, get errors.
