The PDF file format does not have built-in support for text justification,
which is why PDFBox does not provide it. There are plans to implement our own
text layout algorithms to help users such as yourself.
Text justification in PDF files is emulated using the TJ operator ([PDF
Reference|http://wwwimages.adobe.com/www.adobe.com/content/dam/Adobe/en/devnet/pdf/pdfs/PDF32000_2008.pdf],
p251) but PDFBox does not provide a wrapper for it in PDPageContentStream yet.
