JBIG2-Image-Decoder depends on JAI and so can't be included in Apache Common
Imaging as-is. The imaging project is a replacement for JAI, it does not use an
javax.imageio.* classes, it's a completely separate stand-alone API. However,
most of the JAI code is confined to just a few classes, so could probably be
removed.
