Yes it's planned, but no there is no date. Currently the parsing/rendering
aspects of PDFBox are taking up most of the committers' time, so this issue
will move rather slowly.
Now that PDFBOX-2262 and PDFBOX-2149 are complete, the main pieces are in
place. Embedding TrueType fonts will usually involve subsetting which FontBox's
TTFSubsetter should be able to do, but this is untested. Somehow the glyphs
which have been written to the document will need to be tracked.
