Resolution: Won't Fix
JBIG2 encoding is fine as long as you don't use it without lossy compression,
which was the cause of the Xerox problem. It's still the most efficient
compression format for black and white images, more so than even CCITT.
However, as you say, this issue has had zero votes in almost 7 years, so let's
just close it.
