Resolution: Won't Fix
We have APIs which can be used to extract comments, so a command line utility
seems unnecessary. Given that different users may want different information,
e.g. comment positions, font sizes, etc., and that there's no standard format
for textual output of this information, this is a strong candidate for "won't
fix".
