The files you need can be installed here:

Unless you live in North Korea, it should not be a problem to install these
files.
You didn't read the full stackoverflow posts, a later one tells that you'll
still need java.
We need to be able to test the crypt stuff. A person who gets the sources is
usually able to download the strong encryption files.
