I believe you are right. The correct statement would seem to be that if said 
icon is displayed then at least the metadata included in the document is a 
well-formatted XML document and (most likely) validates against the declared 
RDF schema. The blue ribbon seems to be coded under even more permissive 
conditions, as it is being displayed even in the absence of the aforementioned 
icon.
