There are people supporting to have a (limited) layout capability in PDFBox and
there are people who are not because of all the potential issues arising from
that. We should also keep in mind that there is a small set of core developers
for PDFBox - so anything new needs to be considered under that perspective too.
I think you will see us revisiting that discussion after PDFBox 2.0 has been
released.
