I don't get an exception with 1.8.9:
java -jar preflight-app-1.8.9-SNAPSHOT.jar PDFBOX-2428_hmtx.pdf
log4j:WARN No appenders could be found for logger
(org.apache.fontbox.ttf.TrueTypeFont).
log4j:WARN Please initialize the log4j system properly.
The filePDFBOX-2428_hmtx.pdf is not valid, error(s) :
3.1.5 : Invalid Font definition, The Encoding should be missing for the
Symbolic TTF
