But what I mean is this: to us (or to an 1.4 reader), that file is an 1.4 file
and doesn't have an /Xref stream at all. My point is that the last code
modification is correct, i.e. only if there is a "pure" /Xref stream (and there
can't be both /Xref and xref in the same file), then the file is not a PDF/A-1b
file.
I reopened the issue because at that that time, I thought that there could be
cases of having both xref and /Xref in the same element, somehow.
