No, you choose the wrong pivot.
list is {2,1}
low=0, high=1
i=0, j=1
because (low+high)/2 = (0+1)/2 = 1/2 = 0, the pivot is 2
while i <= j is true, 0 <= 1
2<=2 && 0<1 -> true -> i++ -> i=1
2<=1 && 1>0 -> false -> nop
1<=1 -> true -> swap -> list is {1,2}, i++, j-- -> i=2, j=0
end of while
low=0 < j=0 -> false
i=2 < high=1 -> false
list is {1,2}
