Because I have not fully understood what Anna (the person who mentioned this on
the mailing list) wants to do, I tried to consider this in a narrow way. I.e.
Lets assume we have an 1.4 PDF, then PDFBox should not create an XRef stream,
even if there was one before for whatever reason.
