This is my fix for the {{PDFBOX-3403-XXX.pdf}} case. Instead of just checking
for the presence of BaseEncoding, we now also check that the name is valid. If
not, then we treat it as missing and proceed to use the font's built-in
encoding instead. Note that we maintain our invariant: built-in encoding is
never null :)
