The URL you mention is not ours. That is managed by PDF Tools AG, a swiss 
company.

I suspect that instead of <rdf:li lang="x-default"> you should use <rdf:li 
xml:lang="x-default">. That's what I found in other PDF/A-1b files.

However,
https://www.pdflib.com/knowledge-base/xmp-metadata/free-xmp-validator/
claims that your file is valid. And so does PDFBox preflight, so I wonder who 
is right.
