Tilman Hausherr reopened PDFBOX-3738:

This whole thing is more complex than I thought and I'm not sure what to do, I
may revert my change. Some facts I found out in the meantime:
- the "invisible signature" effect does not happen with all versions of Adobe
Reader. Maybe it is a setting, maybe not.
- removing /NeedAppearances breaks certification, because Adobe considers the
document to be "changed".
