No, it was not a "much awaited one". The issue was open for 10 years and had
only 1 vote before it was closed. You could write this yourself by having a
look at the WriteDecodedDoc source code. Or use a tool like qpdf. If you need
help please share a link of a PDF in the PDFBox user mailing list.
