Resolution: Won't Fix
I tried copying your emoji into WORD, it appeared in b/w from a font named
Segoe UI Symbol. Then I tried to "print" this page here into a PDF. The emoji
appeared as a set of lines and curves and not as a font. This isn't really
surprising, because ttf fonts have no color, these are just shapes that are to
be filled with one color, usually black.

In theory, what could be done is to create a type 3 font that can do emojis.
Type 3 fonts are PDF content streams so they can have a color. However PDFBox
doesn't support reading any outside structure of type 3 fonts like for ttf.
It's just a structure in existing PDFs. Thus I'm closing this one as "won't
fix" for now.
