This is very confusing. You wish an improvement but from your title it sounds
like a bug.
The title mentions rendering, the components mention parsing and fontbox but
not rendering.
Your priority is "critical" so you expect us to do something, yet all the info
you gave is "PDFBox does not render Thai diacritics properly".
If this is a rendering issue, you'll have to attach a PDF file that doesn't
render as expected.
