Resolution: Not A Bug
Closing as there was no further reaction.
However I was able to find the file so I can tell why it doesn't work:

the math symbols can't be extracted because the font is incorrect. This can be
seen with PDFDebugger, by looking at
{{Root/Pages/Kids/\[0]/Kids/\[0]/Resources/Font/F46}}. Adobe can't get them
either. You'll have to use OCR. I tested on the line "Let p be a prime number"
near the bottom of the first page.
