Yes, the widget annotations on the page are not related to the acroform fields. 
They are orphans.

[~kostal] normally an Acroform field has widget children or is its own widget 
annotation. In your files, both are separate entities. Which is very 
inefficient, because it makes the file bigger. Do you have any influence on 
these files or were they dumped on you?

A possible solution would be to replace all the annotations with the fields... 
then they could be merged normally, But only if we know that all the files have 
the same (bad) structure.
