I don't see a need for this. You need it because another software is too slow. 
The right way would be to speed up / replace that software.

To do what you want, you would have to render the existing files (this takes 
time), find out where the blank stops, then import the page at the appropriate 
location, set appropriate cropbox / media boxes, and also consider that you 
don't want a huge page, you want A4 pages or whatever paper format is used in 
your culture.

Another disadvantage is that your result file will be bloated due to the 
multiple usage of font(s).
