Fix For: 1.8.17, 2.0.15, 3.0.0 PDFBox
When rendering, the dash phase start is adjusted and casted into an int. It
should be a float, {{BasicStroke}} allows this. Fixing this improves the
rendering of gs-bugzilla691715.pdf and gs-bugzilla691716.pdf, the dots are now
round.
