Andreas Lehmkühler resolved PDFBOX-4518.

Resolution: Fixed
I've implemented the proposed check and an IOException is thrown if it fails.
This won't fix the described issue but makes it clear what exactly went wrong,
so that the user might adjust the scaling value.
The support such high resolutions we would have to rewrite the whole renderer.
